I believe it's about Vietnam and the use of Agent Orange to defoliate. Ask any soldier and he'll tell you if the wind was blowing in your direction it felt like rain and burned when it hit your skin.

I find it funny that CCR has one song called "Who'll stop the rain?" and one called "Have you ever seen the rain?" Just saying.
The song that played before "Who'll stop the rain?" was "Hole in the World" by the Eagles. The song that played after it was "Baby Blue" by Badfinger. Now all I can think is .... I LIKE THESE SONGS, WHERE DID HARMONY GO!?!?!!?
