I always thought it was a Prine tune, but Mr. Google informs me that the copyright is held by Rowland Salley.
From the Houston Press: The song from the album that absolutely magnetizes me is "Killing The Blues." Written by Chris Isaak's bass player Rowland Salley, the tune has been covered by Shawn Colvin, Chris Smither and John Prine.

I've heard Chris Smither do this one, but I'm not sure if he wrote it. I'd venture to say that the Smither version isn't quite so lethargic, but T. Bone Burnett would hate that I said that!
